Workforce Policy Statements

To provide guidance and instructions to local Workforce Development Boards and North Carolina Community Colleges partners on applying for second year continuation of the Finish Line Grants funded by the Workforce Innovation and Opportunity Act. This policy statement also provides the Finish Line Grants Continuation Request Form.

To provide guidance and instructions to local Workforce Development Boards on applying for Workforce Innovation and Opportunity Act Governor's Finish Line Grants Operations Funds. This policy statement also provides the Finish Line Grants Operations Funds Request Form and rescinds policy statement PS 09-2018.

To establish and communicate updates to the policy requirements and forms for conducting On-the-Job Training (OJT) activities in North Carolina and to rescind DWS Policy Statement 04-2015.

To provide eligibility criteria for training providers and procedures for implementing Eligible Training Provider (ETP) requirements in the Workforce Innovation and Opportunity Act (WIOA) of 2014. These guidelines are applicable to providers of occupational skills training services for adults, dislocated workers, and other populations as defined by WIOA Title I-B.

To provide the second revision to Workforce Innovation and Opportunity Act (WIOA) Program Year (PY) 2018 Local Area October and Youth Allocations.

To inform local Workforce Development Boards (WDBs) of the requirement that they must use a competitive procurement process to select providers of Workforce Innovation and Opportunity Act (WIOA) Adult, Youth, and Dislocated Worker services, as well as, for the operator of a local certified NCWorks Career Center using the Workforce Innovation and Opportunity Act (WIOA) Final Regulations and to allow the one-stop operator selection process to remain up to four (4) years.

To provide instructions for a waiver in the case of a failed procurement process.

To rescind PS 19-2017.

To support local Workforce Development Boards (WDBs) with funding that enhances the connection of Workforce Innovation and Opportunity Act (WIOA) work-based learning activities to business and industry, and increase the number of businesses and employers using NCWorks system services with proactive outreach to employers who can benefit from workforce solutions.

To transmit Workforce Innovation and Opportunity Act (WIOA) Program Year (PY) 2019 Local Area Allocations.

To transmit updated guidelines including new report forms for the Workforce Innovation and Opportunity Act (WIOA) Program Enhancement Grant Application and to change expiration date to indefinite.  The Division of Workforce Solutions (DWS) has developed a systematic approach to reviewing and approving Local Workforce Development Board requests for funding to support enhanced WIOA services.

To transmit guidelines and to change expiration date to indefinte for the Workforce Innovation and Opportunity Act (WIOA) Program Enhancement Planning Grant Application that allows Workforce Development Boards (WDBs) to apply for grant funds for the planning and development of WIOA Program Enhancement Grant Applications to support enhanced WIOA services. This Policy Statement rescinds PS 22-2017.
