Workforce Policy Statements

To rescind the Workforce Innovation and Opportunity Act (WIOA) Program Enhancement Grant Application PS 16-2017, Change 1.

To rescind the Workforce Innovation and Opportunity Act (WIOA) Planning Enhancement Grant Application PS 22-2017, Change 1.

To revise Workforce Innovation and Opportunity Act (WIOA) Program Year (PY) 2019 Local Area October Allocations. To rescind PS 04-2019.

To transmit the income chart identifying the higher of the "Federal Poverty Level Income Guidelines" and the "70% Lower Living Standard Income Level Guidelines" for the year and rescind DWS Policy Statement Number 06-2018. 

 

To provide Workforce Innovation and Opportunity Act (WIOA) guidelines, according to WIOA Section 134(d)(4), to Workforce Development Boards (WDBs) choosing to use up to 20 percent of the combined Adult and Dislocated Worker allocated formula program funds to serve Incumbent Workers (IWs). 

To rescind PS 17-2017.

To provide guidance on the required NCWorks Career Center Memorandum of Understanding (MOU) and Partner Infrastructure Funding Agreement (IFA).

To inform local Workforce Development Boards (WDBs) of the requirement that they must use a competitive procurement process to select providers of Workforce Innovation and Opportunity Act (WIOA) Adult, Youth, and Dislocated Worker services, as well as, for the operator of a local certified NCWorks Career Center using the Workforce Innovation and Oportunity Act (WIOA) Final Regulations and to allow the one-stop operator selection process to remain up to four (4) years. To provide instructions for a waiver in the case of a failed procurement process. To rescind PS 19-2017, Change 1.

To provide guidance and instructions to local Workforce Development Boards and North Carolina Community Colleges partners on applying for second year continuation of the Finish Line Grants funded by the Workforce Innovation and Opportunity Act. To provide guidance and instructions to local Workforce Development Boards on applying for Workforce Innovation and Opportunity Act Governor's Finish Line Grants Operations Funds. This policy statement also provides the Finish Line Grants Operations Funds Request Form and rescinds policy statement PS 09-2018.
