NCWorks Commission Policy Statements & DWS Operational Guidance

On this page, you'll find links to specific policy directives for workforce professionals in North Carolina. We display two classes of policy documents. As of November 2020, the NCWorks Commission approves major statewide policies in accordance with the federal Workforce Innovation & Opportunity Act (WIOA), and these are known as Commission Policy Statements. Meanwhile, the Division of Workforce Solutions (DWS) issues Operational Guidance notices, which carry the full authority of NCWorks Commission policies.

Operational Guidance | OG 21-2021 Funds Transfer Between Adult and Dislocated Worker Programs Under the Workforce Innovation and Opportunity Act (WIOA)

To issue the requirements for the transfer of local WIOA formula funds between Adult and Dislocated Worker Programs and to rescind PS 10-2016.

To emphasize to staff of Local Area Workforce Development Boards (WDBs), Division of Workforce Solutions (DWS) offices, and NCWorks Career Centers provisions of the Workforce Innovation and Opportunity Act (WIOA) Final Rule for Priority in all federally-funded training and employment programs as prescribed in the Jobs for Veterans Act, to provide instruction on the implementation of the provisions, and to rescind PS 03-2017.
