Workforce Policy Statements

To provide Workforce Innovation and Opportunity Act (WIOA) guidelines, according to WIOA Section 134(d)(4), to Workforce Development Boards (WDBs) choosing to use up to 20 percent of the combined Adult and Dislocated Worker allocated formula program funds to serve employees’ trainings and to rescind Policy Statement 17-2017, Change 1. 

To provide guidance and instructions to local Workforce Development Boards and North Carolina Community Colleges partners on applying for third-year continuation of the Finish Line Grants funded by the Workforce Innovation and Opportunity Act. This policy statement also provides the Finish Line Grants Continuation Request Form. 

To define minimum standards that must be met for a Workforce Development Board (WDB) to successfully pass Performance in a given Program Year. 

To provide guidance on the use of Workforce Innovation and Opportunity Act (WIOA) funds for supportive services to eligible participants enrolled in WIOA Title I Adult, Dislocated Worker, and Youth programs.

To provide guidance on the required NCWorks Career Center Memorandum of Understanding (MOU) and Partner Infrastructure Funding Agreement (IFA). This policy statement rescinds PS 09-2020.
