NCWorks Commission Policy Statements & DWS Operational Guidance

On this page, you'll find links to specific policy directives for workforce professionals in North Carolina. We display two classes of policy documents. As of November 2020, the NCWorks Commission approves major statewide policies in accordance with the federal Workforce Innovation & Opportunity Act (WIOA), and these are known as Commission Policy Statements. Meanwhile, the Division of Workforce Solutions (DWS) issues Operational Guidance notices, which carry the full authority of NCWorks Commission policies.

Commission Policy | CPS 01-2020 NCWorks Commission Workforce Innovation and Opportunity Act Policy Making Authority

To clarify the policymaking role of the NCWorks Commission and the operational guidance role of the NC Division of Workforce Solutions (DWS); and to adjust the official method of issuing and disseminating procedural, administrative, management, and program directions to Division staff, Local Workforce Development Boards and other interested parties.

Workforce Policy | PS 04-2020, Change 2 Workforce Innovation and Opportunity Act and Wagner-Peyser Employment Act Participant Eligibility Reference Guide

Purpose: To update the Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser Employment Act Participant Eligibility Reference Guide and to rescind Policy Statement 04-2020, Change 1.
This change updates the verification sources for Date of Birth, Citizenship, Veteran Status, Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Low Income – Family Income, Category 13, English Language Learner, Homeless, Runaway, Refugee Cash Assistance (RCA), and General Assistance (GA).

To provide Workforce Innovation and Opportunity Act (WIOA) guidelines, according to WIOA Section 134(d)(4), to Workforce Development Boards (WDBs) choosing to use up to 20 percent of the combined Adult and Dislocated Worker allocated formula program funds to serve employees’ trainings and to rescind Policy Statement 17-2017, Change 1.
