NCWorks Commission Policy Statements & DWS Operational Guidance

On this page, you'll find links to specific policy directives for workforce professionals in North Carolina. We display two classes of policy documents. As of November 2020, the NCWorks Commission approves major statewide policies in accordance with the federal Workforce Innovation & Opportunity Act (WIOA), and these are known as Commission Policy Statements. Meanwhile, the Division of Workforce Solutions (DWS) issues Operational Guidance notices, which carry the full authority of NCWorks Commission policies.

The purpose of this policy is to issue guidance regarding state and local level fiscal and programmatic monitoring requirements under the WIOA; primarily Title I Adult, Dislocated Worker, and Youth funds.

Commission Policy | CPS 03-2022 Local Workforce Development Area Transfer of County(ies) Policy

The purpose of this policy is to inform Local Area Workforce Development Boards (WDBs) and local elected officials of the requirements and process for the transfer of county(ies) when a unit of local government requests a change to the current composition of their Local Workforce Development Areas (Local Areas). This guidance is in compliance with the Workforce Innovation and Opportunity Act (WIOA) Section 106 and 20 CFR 679.200 et seq. The components of initial designation or subsequent designation are not addressed within this document.
