This document provides information to assist grantees with compliance for their Community Development Block Grant (CDBG) in North Carolina. Contact the CDBG team for further information.

The following plans, relevant to Community Development Block Grants (CDBG) must be developed, implemented and maintained by CDBG-funded local units of government.  Plans include the:

  • Fair Housing Plan
  • Language Access Plan
  • Equal Employment Opportunity and Procurement Plan
  • Section 3 Plan
  • Section 504 Self-Evaluation

These Grants Management Monitoring Forms for the Community Development Block Grants (CDBG) program are utilized by CDBG Grants Management Representatives to ensure full compliance with CDBG program implementation, accomplishments, benefits and reporting as outlined by HUD.

Local governments managing a federal Community Development Block Grant (CDBG) can use the documents on this page for guidance and instructions in preparing and submitting their required 2019 Annual Performance Report (APR).

CDBG-Funded Local Units of Government must follow HUD Federal and State CDBG Rules and Regulations for the Environmental Review process. The forms associated with Environmental Reviews are to be used by funded CDBG Local Units of Government to ensure compliance.

This form is used by CDBG-funded Local Units of Government that are Responsible Entities in the Environmental Review Process to prepare the FONSI and RROF.

 

The State of North Carolina encourages citizens to participate in the planning, implementation, and assessment of the Consolidated Plan for HUD Community Planning and Development programs. This plan describes how this participation will be encouraged.
