Periodically, the Department invites the public to comment on various administrative plans or proposals.

Currently, the State of North Carolina is giving notice and also seeking comments on substantial amendments to the 2011-2015 and 2016-2020 Consolidated Plans.  Consolidated Plans are program reports associated with federal funds administered by the U.S. Department of Housing and Urban Development (HUD).

Here is the purpose of the proposed amendments:

The North Carolina Consolidated Annual Performance and Evaluation Report, or CAPER, summarizes the accomplishments of the Community Development Block Grant (CDBG) program administered by the Rural Economic Development Division at the North Carolina Department of Commerce.  The report also includes information on three other North Carolina state agencies, each of whom receives a formula grant from the United States Department of Housing and Urban Development (HUD). 

Apply for a grant from the North Carolina Neighborhood Revitalization Program (NC Neighborhood) with this document, as well as grants to address coronavirus in your community.  Application deadline has been extended to 4:00pm on Monday, August 31, 2020.

This document is the CDBG/NSP Requisiton Processing Calendar for 2019-2020.

  • Language Access Plan
  • Equal Employment Opportunity and Procurement Plan
  • Section 3 Plan
  • Section 504 Self-Evaluation
