Senior Assistant Secretary of Finance David Spratley

David Spratley serves as Commerce's Senior Assistant Secretary of Finance.  The experienced financial and economic development executive stepped into the role on December 30, 2019.

David guides several economic development functions at the Department, including the Rural Economic Development Division and the Commerce Finance Center, the business unit that manages the state’s economic development incentive programs.

Serving in the site selection practice at KPMG earlier in his career, David brings an extensive background in corporate finance and economic development management to his role on Commerce’s senior leadership team.  Previously, David served as Vice President of Business Recruitment at the Economic Development Partnership of North Carolina, the public-private organization that works under contract with the state to handle the marketing functions of economic development.  David's appointment marked a return to N.C. Commerce, as he previously served in the department’s former Business & Industry Division.   While at KPMG LLP in Charlotte, he provided clients with expertise in the site selection process, business incentives, and general economic development best practices.

David is a graduate of the University of North Carolina at Wilmington.
