Workforce Innovation and Opportunity Act
The federal Workforce Innovation and Opportunity Act (WIOA) is the nation’s principal workforce development legislation, providing funds to address the employment and training needs of adults, dislocated workers and youth. The federal WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
WIOA creates a comprehensive workforce investment system. In North Carolina, NCWorks Career Centers provide job seekers access to tools they need to help manage their careers. Local workforce offices also help businesses connect with skilled workers.
There are 23 local Workforce Development Boards that are responsible for program policy and oversight of Career Centers in their respective areas. Representatives from the business community comprise the majority of each Board’s membership.
