Standards
The Commission on Workforce Development adopted a set of standards for high performing local workforce development boards in August 2006 that became effective July 1, 2007. While consisting of seven different elements, the standards essentially address the strategic and compliance activities of local boards. A Technical Assistance Guide that provides definitions and explanation of terminology used in the standards was developed to ensure uniform understanding of the products required by the standards.

JobLink Career Centers
The NC Commission on Workforce Development provides oversight to and has established standards for the development of the state’s JobLink Career Centers. Based upon the Malcolm Baldrige Quality Awards Criteria, these standards use a private sector model for doing business that has a focus on the customer.

This document is signed by the heads of the state’s key workforce agencies and outlines their roles and responsibilities in the JobLink Career Center system.

Incumbent Workforce Development Program
North Carolina's Incumbent Workforce Development Program broadens the scope of the state's existing incumbent worker initiative. The Program provides funding to established North Carolina businesses to provide educational and occupational skills training for current workers, and is designed to benefit businesses by enhancing the skills of employees.
