Strategic Plan

 The North Carolina Commission on Workforce Development’s Strategic Planning Committee developed the 2009-2011 Strategic Plan using formal input from various stakeholders representing local Workforce Development Boards, Workforce Board Administrators, state workforce agency heads, and local and regional economic development professionals from across the state. The Plan was formally adopted on May 20, 2009 and establishes the Commission’s strategic direction for the next two years. Two Year Strategic Plan Modification

North Carolina’s Two Year Strategic Plan Modification for the federal Workforce Investment Act (WIA) and federal Wagner-Peyser Act covers July 2007 through June 2009.  The Modification has been approved by the U. S. Department of Labor and ensures North Carolina will receive the federal funds available through the Workforce Investment Act and Wagner-Peyser Act.  This plan period is for years three and four of the current five-year planning cycle required by the federal legislation.  Information on WIA and Wagner-Peyser may be found at www.doleta.gov/reports. .

Standards

The Commission on Workforce Development adopted a set of standards for high performing local workforce development boards in August 2006 that became effective July 1, 2007.  While consisting of seven different elements, the standards essentially address the strategic and compliance activities of local boards.  A Technical Assistance Guide that provides definitions and explanation of terminology used in the standards was developed to ensure uniform understanding of the products required by the standards.

JobLink Career Centers

The NC Commission on Workforce Development provides oversight to and has established standards for the development of the state’s JobLink Career Centers. Based upon the Malcolm Baldrige Quality Awards Criteria, these standards use a private sector model for doing business that has a focus on the customer.

Incumbent Workforce Development Program

North Carolina's Incumbent Workforce Development Program broadens the scope of the state's existing incumbent worker initiative. The Program provides funding to established North Carolina businesses to provide educational and occupational skills training for current workers, and is designed to benefit businesses by enhancing the skills of employees.  For more information, click here.

North Carolina State of the Workforce Reports

The North Carolina State of the Workforce Report projects the state's labor market demand and supply during the next decade. The report identifies several key issues that will likely arise given current trends and if there were no major economic shifts. While we cannot, by any means, control all of the factors that influence our economic future, we could make policy choices to influence our direction. The report identifies several key facts about the industry's workforce needs and available talent that have potentially significant implications for the State's future economic prosperity.
