Lee Padrick, Chief Planner. Lee, born and raised in Lenoir County, started his planning career in 1994 with the City of Kinston and began working with DCA in 1997. He holds a B.S. in Pre-law, a M.P.A. in public administration, and a M.A. in geography, all from East Carolina University. He is a member of the Coastal Resources Advisory Commission and an appointed representative to the North Carolina American Planning Association Executive Board. Charles Halsall, Jr., Senior Planner. Chuck came to the Division of Community Assistance in March of 2006. Prior to joining DCA, Chuck was employed with the City of Greenville first as a mitigation planner assisting in the recovery efforts following Hurricane Floyd and then within the code enforcement division. Born and raised in Pittsburgh, Pennsylvania, Chuck moved to North Carolina after earning a B.S. in Regional Planning from Indiana University of Pennsylvania (IUP). Brad Hufford, Community Development Planner. Brad, is a native of Pitt County North Carolina who has also lived in Philadelphia and St. Louis. He holds a B.A. in History and Political Science from East Carolina University, and is completing his Master’s in Public Administration also from ECU. His professional interests include; economic development, downtown/main street revitalization, historic preservation, Smart Growth/New Urbanism, entrepreneurship, and tourism. Brad previously worked for a regional private non-profit called the Foundation of Renewal for Eastern North Carolina. His primary responsibility is coordinating the 21st Century Community Initiative in the NERO service area. He also assists with strategic planning, group facilitation, land-use planning and zoning. Terria Baynor, Business and Technology Applications Analyst. Terria has an AAS degree from Beaufort County Community College in Retail Management and a diploma in Mechanical Drafting. She has also taken graduate and undergraduate classes at ECU in planning and geographical information systems (GIS). She was self employed doing contract drafting and mapping for various civil engineers and surveyors since graduation in 1980. Prior to joining the DCA team in 1988 she also worked for the US Census Bureau as an interviewer. In the 19 years since beginning employment with DCA, she has made the transition from ink and Mylar to the digital mapping world of GIS. Terria enjoys working on various types of GIS mapping projects including, but not limited to, land use plans, zoning, extraterritorial jurisdictions, annexation studies and pedestrian plans. Debra Hawkins, Administrative Assistant. The Northeastern Regional Office receives administrative support from Debra, who often travels with the staff when they facilitate meetings. She is an expert at analyzing surveys and using advanced technology to graph and plot the results. Debra joined the staff in the winter of 2006 and has been with the state for 18-years.
