Community Development Block Grant Recovery (CDBG-R)

The ARRA of 2009  includes a special allocation of funds through the CDBG Program to states and entitlement local governments to undertake eligible CDBG activities on an expedited basis.

Substantial Amendment

Per Division A, Title XII of the American Recovery and Reinvestment Act (ARRA) of 2009 appropriated “CDBG-R funding” to the U.S. Department of Housing and Urban Development (HUD) to carry out the CDBG program under Title I of the Housing and Community Development Act of 1974 on an expedited basis.   Following the same allocation formula as used for the annual allocation of CDBG funds, the State of North Carolina received $12,080,614.  In order to receive CDBG-R funding, the State of North Carolina was required to submit an Action Plan to U.S. HUD by June 29, 2009.  The documents below identify North Carolina’s proposed use of CDBG-R funding.

Community Development Block Grant-Recovery (CDBG-R) Project Signs

Project signs are required to be posted at the project site for projects taking place in a target area.  For activities taking place at various locations, DCA recommends posting project signs at each location.  However, it is acceptable to post a smaller sign at individual houses in or on the windows or in the front of the house.  

 

The recommended sign dimensions are 4x8x3/4.  The project site signs should appear on plywood panel APA rated A-B grade exterior.  Signs for the yard or window should be at least 42.75 inches in length, 18 inches in width, and .25 inches in depth.  Yard and window signs should appear on corrugated plastic or plywood. Please make sure that these requirements comply with the maximum size allowed by the local government.

Kick-off Workshop

On November 10th, DCA held the kick-off workshop for the CDBG Recovery program.  Secretary Crisco, Asst. Secretary Crocker, DCA Director Gloria Nance-Sims, and Asst. Director Vickie Miller welcomed and congratulated the CDBG-R recipients.  Martha Are, Policy Analyst with the Office of Economic Recovery and Investment (OERI) provided an overview of OERI services.  Valerie Moore, Community Development Financial Consultant, and other DCA staff presented information on CDBG-R program requirements.  Representatives from the local governments of the recipient communities, staff from their Councils of Governments, and consultants attended.
