Affirmatively Furthering Fair Housing
Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination concerning the sale, rental, and financing of housing based on
race, ethnicity, religion, national origin, sex, handicap and familial status.
The Housing and Community Development Act (HCDA) of 1974, as amended, requires that recipients
certify prior to receiving CDBG funds that they will implement activities that will
affirmatively further fair housing.

Grantees with populations of 10,000 or more need to complete an Analysis of Impediments to Fair Housing Choice Study (AI). A suggested AI outline is provided by HUD. Available grantee AI studies are posted here.

As part of Fair Housing and Section 504 compliance, grantees need to have a Telecommunications Device for the Deaf (TDD)/ Teletypewriter (TTY) number in all public outreach materials to make the grant program accessible to those with speech, visual, and hearing impairments. Please contact the NC Department of Health and Human Services - Division of Services for the Deaf and Hard of Hearing, or Relay NC for more information about these services.

The NC Fair Housing Project of Legal Aid of North Carolina is funded by a HUD Fair Housing Initiatives Program (FHIP) grant. The Fair Housing Project of NC is available to provide information concerning a person’s rights under the Federal Fair Housing Act. When necessary, staff can also assist victims of housing discrimination in filing a complaint with HUD or other appropriate administrative or judicial bodies. For more information, or if you believe you have been a victim of housing discrimination, call the FHP’s toll-free number: 1-855-797-FAIR (3247).

In October 2011, HUD awarded a Private Enforcement Initiative (PEI) grant to combat housing discrimination in North Carolina.
