General Counsel Dave Efird
Dave Efird serves as General Counsel for the North Carolina Department of Commerce, leading the attorneys within the Department and its various divisions, and managing outside counsel.
As a member of the senior staff, Dave provides legal support for general corporate matters, personnel, contracts, and economic development and incentive grants. He is proud to represent the state in recruiting companies to locate or expand in North Carolina, negotiating the agreements and documentation that finalizes a site location decision.
Prior to joining Commerce in 2015, Dave supported the Commerce department as Assistant Attorney General and Special Deputy Attorney General in the state Department of Justice, handling both transactional and litigation matters.
Dave began practicing law with Manning, Fulton & Skinner in Raleigh, North Carolina. As a member of the firm’s commercial litigation section, Dave represented business clients in complex disputes involving contracts, unfair & deceptive trade practice claims, and tort liability.
Efird graduated with distinction from the University of North Carolina – Chapel Hill with a B.S. in Business Administration in 2001, and with honors from the UNC School of Law in 2004, where he served as a member of the Law Review. He is a member of the North Carolina State Bar, the 10th Judicial District Bar, and the North Carolina Economic Development Association.
Dave is married with three children and lives in Durham, North Carolina.
