North Carolina strives to make our local workforce development system market-driven and responsive to the needs of employers and job seekers.

This section of our website contains the information and tools to help workforce professionals provide workers the skills they need and businesses a talented field from which to harvest potential employees.


Our state workforce development professionals come from many sectors including:

  • Case managers
  • Program directors
  • Vocational rehabilitation counselors
  • Community college instructors
  • Human resource specialists
  • Labor market analysts
  • Youth program operators and others.


Yet they all directly or indirectly help North Carolinians attain and maintain employment and self-sufficiency. These workforce development professionals can be found throughout North Carolina's JobLink Career Centers.


As part of the Workforce Investment Act, North Carolina provides programs to:

  • Upgrade the skills of existing workers
  • Prepare youth and other emerging workers to enter the labor force
  • Reconnect dislocated workers and welfare recipients to the workforce.


Our network of  24 workforce development boards are charged with planning, policy development, implementation, and oversight for workforce development programs and services in local workforce development areas. Private sector participation and leadership are essential for the success of our workforce development boards.
