Community Development Block Grant (CDBG) funds are available to local municipal or county governments for projects that enhance the viability of communities by providing decent housing and suitable living environments and by expanding economic opportunities, principally for persons of low- and moderate-income.
State CDBG funds are provided by the U.S. Department of Housing and Urban Development (HUD) to the state of North Carolina. Some urban counties and cities in North Carolina receive CDBG funding directly from HUD. Learn more on the CDBG Program Overview page.
NOTE: The Division of Community Assistance and UNC Chapel Hill's School of Government cosponsor an annual Community Development Academy, which has an emphasis on the administration of Community Development Block Grants for both small cities and entitlement jurisdictions. The state CDBG program is one of four HUD programs participating in a comprehensive statewide planning effort known as the North Carolina Consolidated Planning Process.
The 2009 grant cycle has closed. Information on the 2010 grant cycle will be posted in March 2010.

The Division of Community Assistance is in the process of contacting Community Development Block Grant (CDBG) recipients with open projects to request DUNS numbers. This information is required by the U.S. Department of Housing and Urban Development for the CDBG program. If a grantee does not have a DUNS number, they will be required to acquire a DUNS number. A DUNS number may be requested on the web at http://www.grants.gov/applicants/request_duns_number.jsp.

Each year, CDBG provides funding to local governments for hundreds of critically-needed community improvement projects throughout the state. These community improvement projects are administered by the Division of Community Assistance and the Commerce Finance Center under eight grant categories:
Economic Development
Provides grants or loans to local governments for creating and retaining jobs.
Small Business Entrepreneurial Assistance
Helps small businesses expand and grow.
Community Revitalization
Strengthens neighborhoods and rehabilitates homes.
Scattered Site Housing
Addresses the most critical housing needs of families.
Infrastructure
Provides public water or sewer to correct severe health or environmental problems.
Housing Development
Supports development of single family and rental housing.
Urgent Needs
Helps communities recover from disasters that threaten public health and safety where insufficient or no local/other funds are available.
Capacity Building
Helps non-profits design and carry out CDBG activities in partnership with units of local government.
Neighborhood Stabilization Program
Provides targeted emergency assistance to purchase foreclosed homes at a discount and to rehabilitate or redevelop them in order to respond to rising foreclosures and falling home values.

CDBG Recovery (CDBG R) Substantial Amendment
Per Division A, Title XII of the American Recovery and Reinvestment Act (ARRA) of 2009 appropriated “CDBG-R funding” to the U.S. Department of Housing and Urban Development (HUD) to carry out the CDBG program under Title I of the Housing and Community Development Act of 1974 on an expedited basis. Following the same allocation formula as used for the annual allocation of CDBG funds, the State of North Carolina received $12,080,614. In order to receive CDBG-R funding, the State of North Carolina was required to submit an Action Plan to U.S. HUD by June 29, 2009.
