Consolidated Planning Process

The five-year Consolidated Plan outlines how North Carolina programs funded by HUD propose to spend the federal dollars.

Annually, the state receives more than $60 million in federal Department of Housing and Urban Development (HUD) funding for housing and community development programs. The four programs participating in North Carolina are:

 

 

 

 

 

The Five-Year Consolidated Action Plan outlines how the four North Carolina programs funded by HUD propose to spend the federal dollars they receive over that period.  The state is currently following the 2006 - 2010 Consolidated Plan. 

 

Annual Action Plans, submitted to HUD by November 15th of each year, focus on the state's one year goals. 

 

 

PUBLIC NOTICES

 

Notice is hereby given that the 2010 CDBG Amended Investment Plan is available for public comment. The 2010 CBDG Investment Plan will be effective for the 2006-10 Consolidated Annual Action Plan and amends the 2010 Annual Action Plan. The investment plans will be published on May 20, 2010 and available for public review and comment.

SUMMARY: The CDBG Investment Plan set the budget and priorities of activities for that programmatic year of funding for the State of North Carolina Community Development Block Grant Program. The CDBG Investment Plan connects the funding needed to address housing and community development needs across the state and sets priorities for meeting those needs. CDBG 2010 Amended Investment Plan will amend the 2010 Consolidated Annual Action Plan and the 2006-10 Consolidated Plan for the State of North Carolina. PUBLIC HEARING:  A public hearing will be held on Thursday June 3, 2010 at 10:00 a.m. at the offices of the North Carolina Rural Center, 4021 Carya Drive, Raleigh, North Carolina, 27610.  Persons wanting additional information on the public hearing may contact Pauline High at (919) 733-2850 ext 237.  For those unable to attend the public hearing, you may opt to call into the public hearing. In order to receive the information for the call, you must pre-register by calling Angela Williams at 919-733-2857 ext 248. Persons with disabilities or who otherwise need assistance should contact Ella Limehouse at (919) 733-2850 in advance of the hearing. Accommodations will be made for all who request assistance with participating in the public hearing by May 31, 2010.

 

Comments concerning the 2010 Amended CDBG Investment Plan may be made at the public hearing.  Written comments will be accepted until 5:00 p.m. Friday, June 18, 2010 and may be made via email (compliance@nccommerce.com), fax (919) 733-5262, or mailed to Vickie Miller, Attn: Public Comment 2010 Amendment, North Carolina Division of Community Assistance, 4313 Mail Service Center, Raleigh, NC 27699-4313. All mailed comments must be postmarked no later than Friday June 18, 2010.

2011 CDBG Investment Plan

Notice is hereby given that 2011 CDBG Investment Plan is available for public comment. The 2011 CBDG Investment Plan will be effective for the 2011 Consolidated Annual Action Plan and for the 2011-2015 Consolidated Plan which is still under development. The investment plan will be published on April 8, 2010 and available for public review and comment.

 

A public hearing will be held on Monday April 19, 2010 at 10:00 a.m. at the offices of the North Carolina Division of Community Assistance, Methodist Building,  First Floor, Cabinet Room, 1307 Glenwood Avenue, Raleigh, North Carolina, 27605.  Persons wanting additional information on the public hearing may contact Pauline High at (919) 733-2850 ext 237.  For those unable to attend the public hearing, you may opt to call into the public hearing. The Consolidated Annual Performance and Evaluation Report (CAPER), submitted to HUD by March 31st of each year, summarizes the state's accomplishments for the previous year. 

 

 

NOTICE OF PUBLIC HEARING
