Annually, the state receives more than $60 million in federal Department of Housing and Urban Development (HUD) funding for housing and community development programs. The four programs participating in North Carolina are:
The Five-Year Consolidated Action Plan outlines how the four North Carolina programs funded by HUD propose to spend the federal dollars they receive over that period. The state is currently following the 2006 - 2010 Consolidated Plan.
Annual Action Plans, submitted to HUD by November 15th of each year, focus on the state's one year goals.

The 2010 CBDG Investment Plan will be effective for the 2006-10 Consolidated Annual Action Plan and amends the 2010 Annual Action Plan. SUMMARY: The CDBG Investment Plan set the budget and priorities of activities for that programmatic year of funding for the State of North Carolina Community Development Block Grant Program. The CDBG Investment Plan connects the funding needed to address housing and community development needs across the state and sets priorities for meeting those needs. CDBG 2010 Amended Investment Plan will amend the 2010 Consolidated Annual Action Plan and the 2006-10 Consolidated Plan for the State of North Carolina. The Consolidated Annual Performance and Evaluation Report (CAPER), submitted to HUD by March 31st of each year, summarizes the state's accomplishments for the previous year.
